BACKGROUND
The Strengthening Initial Teacher Education (KZEMP/QCBS-03) project was a part of the wider “Education Modernization Project” cooperation framework between the International Bank for Reconstruction and Development (“World Bank”) and the Kazakhstan Government and the Ministry of Science and Higher Education (“MSHE”). The project aimed to develop a new pedagogical model for initial (pre-service) teacher education and to update the curricula contents in the area of “Pedagogical Studies” to be more competence-based and student-centred as well as constructively aligned with the new pedagogical models, institutional structures and the requirements of the new secondary education curricula in Kazakhstan.
The approach of the educational development project was to capacitate institutional change agents in universities providing initial teacher education, who ensure the sustainability of the outputs and results grounding new models and practices to the daily life of their organizations.
Häme University of Applied Sciences (HAMK)(www.hamk.fi), Finland, was the Lead Consultant coordinating the project, and there were two Sub-Consultants: Nazarbayev University (nu.edu.kz) and Jamk University of Applied Sciences, Finland (www.jamk.fi). In addition, altogether 17 universities from various corners of Kazakhstan have been the key actors of the project. In total, 105 university faculty members have collaborated as pedagogical developers and co-created all the results of the project under the guidance and support of the International and Local Key Experts.
The second project KZEMP/DS-02 ITE Model Implementation and Strengthening of its Content continued the development by focusing on supporting the implementation of the enhanced model for initial teacher education and the new curricula. During the project, the pedagogical developers from the universities together with the International and Local Key Experts conducted a training program for 1,800 faculty members from more than 40 universities (the 17 that took part in the first project and other universities providing pedagogical programs), which included online and offline training weeks as well as a comprehensive mentoring process with webinars, regional workshops, and small group guidance sessions on syllabus development. Further, the International and Local Key Experts facilitated a training program for 100 university professors teaching natural sciences and mathematics on STEAM and CLIL approaches, and a training program for leaders – 200 teachers and directors of universities, managers of departments for education quality assurance and 50 principals of rural schools.
